University of Sussex expansion

The University wants to expand student numbers to 40,000 by 2040 to create economies of scale: they claim small unis aren't financially viable. Brighton City Council are concerned that local infrastructure and the campus itself  cannot cope with the extra numbers of buses, visitors, residents and so on.  They say the quality of life will be worse for everyone.

It is proposed that the City Council refuse permission for the University to expand to 40,000 students.
